There used to be a government agency that would take details on your home and then send you a print-out of where and how much energy the various parts of your home were loosing–allowing you to decide where to upgrade. Anyone know if this service is still available?

Some states have an energy star program, maybe it is a national thing. Here in Vermont they have been pretty decent, they will do a blower door test when construction is complete for a final rating, incentives, etc.
Check with you local gas company, they will often have weatherization programs or information for other programs.

All of those programs are "local" and they vary widely about what they will cover.
I am across the stateline from you (MO) and her out local gas company does not have a program (or at least does not advertise it). But the electric company does. Their's is a self audit. You get a kit can fill it out and send it in and they make the recommendations.
Some cities and some states have "prgrams". Again what they cover varies.
I'm familiar with my local programs and they don't have what I want. The one I used--many years ago--was through the DOE or similar. May not still be around? Thanks for the ideas.
