I am looking for any experience on installing over 5/8″ particle board subfloor. There is a layer of 1/2 plywood under it. I always locate joists and nail into them (16″ centers) and 1 to 2 in between. I dont think there would be a problem (the flooring cleat nails are long enough to pentrate) but having never done it before i am apprehensive

Sounds like a bad idea. You should only nail into material that is labeled as "underlayment rated" and I bet the particle board is not. Some OSB is ok, like advantech.

Your thread is labeled "hardwood install" are you wanting to install hardwood flooring on particle board??? If so thats a bad idea. Just a novice but that thread has been discussed before. The cleats will bind in the particle board but preasure pull out the cleat leaving a hole.
Take a deck screw and screw it into 3/4 ply. Take your hammer and try pulling it out for an example
