Building a new house in Alabama. 2 story, 1600 sq ft. I can use a heat pump or gas heat for my HVAC system. Which is better or more efficient ?

You really have to work the numbers to be sure, but in AL it wouldn't surprise me if heat pump was cheaper, assuming reasonably standard rates for gas and electric.
Insulate the house halfway decently and you should hardly need heat anyway.

Been to Huntsville often in the coldest part of 'bama, gotta think it's warmer there than Spfld IL . Pretty sure you are going to be ahead on the HP unless you really get ripped on install costs.
Purchase and installation of 3-1/2 T DIY package HP/AC in IL (not counting ducting) was under $1200 after power company rebate 2 years ago (rebate changed since then though, may not have any in your area, pays to check it out). You do not need any EPA cert for packaged unit.
