Basement level full bath, roughly 5′ deep x 8′ width, not including the little 3×3 entry where the door swings in.
No window, the 8′ wall is ICF, fully buried foundation wall, other walls are inside partitions, not cold.
SlantFin’s heat loss analysis gives the Btu/h in coldest condition as 662, and even the small capacity electric toekicks do more than that.
Budget precludes under-tile electric warming. What would you do? No heat? Fan unit that includes a little heater? Fan unit that includes a heat light? Lowest-cost direct wire towel warmer?

I'd put in either a Convectair electric wall heater or a toekick heater. Most of the Convectair units are fanless, i.e. silent, and they're popular out here. They have a towel warmer model, I believe.
