Client has a large tub deck in the master bath, faucet set at one end, and on that one end, against the adjacent wall, client wants one of the Runtal electric towel warmers mounted. It will be hard wired, with the controls on a far wall.

The Code doesn't say much.
If this were a light fixture, there are some limits. I would suggest at least GFCI protection. Assuming that what is not prohibited is permitted, I suppose you could do it. Is there a shower head? Is the towel rack listed as "suitable for a wet location"?

Yeah, I think the UL rating of the heater is probably a major factor here. If it's not rated for wet locations it shouldn't be used.
Come to think of it, wouldn't it be kind of counterproductive to install a towel rack in a wet location? [Assuming there is a shower head?]
