I am in the northeast with a 48″ frost line and this one is going to have 8′ walls and a 10″ footer.
What does it matter if the house is 5′ in the ground or 6′ in ground? With 5′ you are less likely to hit water but more likely to need fill, right.
Should the house always be higher than the road? Even if it is a sloped lot and the house is 180′ from the road?
what are the other concerns/issues.

Your overall house height to the peak may be regulated by local zoning conditions (ours are).
And don't go too lower than the road as if you're in a rainy area water will sheetflow off the road to the house. However being 180' away, I bet you'd be safe!

Hell I hope not.
Otherwise my house would 15ft higher than it is and on stilts. My garage floor is level with the street. From the garage you go DOWN 1/2 flight to get to the 2nd story.
Been like that for 25 years.
