I think its best to put cabinets under the counters. I once tried to install counters without cabinets and they kept falling to the floor. Installing them on the lower cabinets is important too. I once installed counters on the upper cabinets and was unable to slice tomatoes without a stepladder.

I've decided to install the counter over the top of the sink and that has solved the deterioration problem !!

If you install those counters to the underside of the upper cabinets you can get to your tomatoes without a ladder. But you need to tape them down so you can safely cut them. Just a thought.

I prefer base cabinets with dust covers, no need for countertop.
