I am building a new house in the Carpenter Gothic style and have my heart set on historically sensitive windows – true divided lights, pinned joinery, check rail, etc. It’s within budget if we do single glazed windows plus storm windows. I know there are certain code requirements for energy efficiency – but do the windows themselves need to use insulated glass, or will window + storm window suffice? I’m in North Carolina, if that makes a difference.

You really need to ask your local building department about this. Codes vary considerably. I know I could use pretty inefficient windows in CT if I beefed up insulation elsewhere to make up for them, but your mileage may vary.
