We have a contrete wall which helps make up a stairwell going to a basement entrance of our house. A smll part of the wall is cracked and missing. (we recently bought the house and the inspector felt the crack had been there a long time) The wall isn’t bowing or anything so I believe it is still structurly sound. Anyway, I would like to fill it. What is the best way? The crack/hole is 8 inches long, 3 inches wide and maybe 1 inch deep (at the deepest section). There are also a number of other hairline cracks in the concrete, should I try to fill those too?
On a similiar note, the concrete wall is also discolored due to a rusty fence attached to the top of it. I have painted the fence, but what should I do about the rusty concrete. I was thinking of just painting it. Any recommendations? I saw that Sherwin Williams has a concrete paint. Do I need to do any prep work (besides cleaning any debris from the wall)?

I used some of this CLR to remove some rust stains off of stucco once. Worked pretty well.

My old refrain: if there is no paint on the concrete, use a concrete stain rather than a paint, a stain will never peel and a paint always will, eventually.

Check this stuff out, http://www.xypex.com/specs/spec-data.html, You can repair the crack and parge the wall with it. Pargeing will seal the little cracks and make the wall appear new.
Prep is most important. Clean the crack and wall with swimming pool acid (muriatic), (3:1 with water,) it will remove the rust too. Rinse well. Rinse well. Rinse well.
Excavate a moat to hold the liquid. Neutralize the soil from the acid spill with baking soda water.
