I have a situation where I’d like to glue Trex directly to EPDM rubber roofing and need to know the best adhesive to use. The rubber is on top of a 6′ x6′ concrete bunker well head that I’m building a deck over. I’m using a hidden fastener system on the rest of the decking and didn’t want to screw the Trex into the rubber over this concrete well head. I’m not able to put shims or ‘sleepers’ between the rubber and the decking because I don’t have enough clearance – the well head rubber top is even with the top of the deck joists around it. Water does collect on top of this rubber after a rain – so the adhesive has to be able to hold in a wet location.
What are your thoughts on the best adhesive to use?

i can't imagine anything that is going to be suitable... and i think you will wear holes thru the rubber..
you need some type of slip-sheet.. then a floating walkable surface
Trex recommends 4 1/2" (or close to it) of air space underneath an installation. You'd need some killer sleepers to do it right.
Consider something like this:
