Wondering if anyone has fixed this type of problem successfully. The house is a split level with three runs of steps. The problem is where the last run of 4 steps arrives to the finished basement hall. The wall is wood framed for about 5 feet down and sits on top of a cement wall which is approximatly 2 1/2 tall. It is about 8 feet long. The wall is painted and wall papered which is now peeling off the cement portion of the wall. It looks like it was fixed many times because of the amount of plaster work that is peeling away. I would imagine that the humidity of the cement and the ground behind it is preventing anything to stick to the wall. The problem only exists where the cement is, the top portion of the wall is fine. I can not build a sub wall in front of the cement because it is a hallway and the space is needed. I thought of wainscotting and paint but still wonder if the humidity will eventually make its way though the wood and peel my paint. Vapor barrier first?

You could try one of those plastic panels that are common in commercial bathrooms. I think they come in 4x8 sheets and are only about 1/16" thick.

Are you sure that there is not moisture getting in behind the top of the steps where it meets the framing of the house?
there should not be, the steps are well in the house down near the basement
