Unless the alphabet soup has changed recently, ICF is insulating concrete forms, right?
HVAC system preferences would not be influenced by this fact. Only difference would be a little less heat loss through the foundation walls. Cooling loads are not significantly affected by below grade structural details.
My preference would be radiant floors with DX/HW hybrid blower coils for filtration, humification, ventilation, cooling and dehumidification. A good zoning system with 3 or 4 zones would be nice, too. Sealed and insulated SM ducts, supply low/return high or vice-versa, 7day or 5/2 programmable t-stats, throw in indirect DHW (with recirc) and some DH controls while your at it, add an ERV to ventilate at a rate of 0.1 CFM/SF, tempered with HW and you just about have a perfect system.
