Ok- Finishing off a walk-out basement in the NE. The space will be used as family room and a bedroom for occasional overnights. So the space will be heated but often times it will go unused. The walls and floor are insulated. Right now the unfinished ceiling is insulated with fiber bats with a paper vapor barrier up towards the upper level heated areas.
Do I replace that ceiling insulation with one w/o a barrier?

Hmm. I guess I would not. The floor system is likely as much of a VB as your craft face (plywood, I think meets the 1.0 perm rating often required). My sense is that removing it is a lot of work with minimal gain. Besides, the basement is the occasional cold space and the upstairs usually occupied, right? ... Not knowing lots of other specifics, I'd say save the effort. Let some other guys chime in here, though and see what they think, too. Maybe I'm missing something (besides my mind).
There is no significant moisture drive between the 2. So it doesn't matter.
If it is cold enough to get condensation in basement you have bigger problems.
