As part of finishing a basement I was planning to do the following on the interior
- Fill pin holes on the basement wall with hydraulic cement.
- Apply latext based waterproofer on the basement walls e.g DryLoc, sto watertight coat
- Rigid insulation on basement walls (expanded polystyrene) to prevent condensation.
- 1 inch space between framing wall and rigid insulation
- Cover framing wall with gypsum board.
I have the following questions
- is putting hydraulic cement on pin hoes allwright.
- Is step 2 required. I have read that mold can grow over latex based paints.
- Can I put insulation in the frame. Or insulation should not be put.

How large are your pinholes? If you're talking about very small pinholes, then I would think a couple coats of Drylok would fill them. Larger holes/cracks would require the patch. Drylok even makes a patch that would work. comes in a 1gall can (powder which you mix).
I've had good luck with Drylok. Especially when I gave the wall a scrub with a stiff brush and bucket of warm soapy water prior. Dirt and loose bits are what kills the Drylok bond. If too soapy, then come back and rinse the soap off.
Mold requires moisture and a food source to grow. Do you currently have problems with leaks in the basement?
It sounds like you've got a good plan. I would use the non-paper drywall if practical to do so.

Some pin holes are a little big and I will apply a patch on them I found DryLock Hydraulic cement mix from Lowe's. A couple of pin holes leak. Other do not leak. I am thinking of applying a patch on all of them
The cracks are not big (some are hair line, and others are about 1 millimeter) and applying a water proofer should fill them. None of them are leaking.

The coatings are good insurance, esp since they will get covered up.To apply the insulation board, glue it to the concrete with PL 300 adhesive. Use strapping over it and drill/install Tapcons through. You can use the same glue for the strapping/furring too.
