Seems I recall an ad in Fine Homebuilding showing a hard foam cover that sits above an attic pull-down stair unit for insulation. Anyone have an info on this? Any better options for this hard-to-insulate location? Thanks.

They sell those things in a few different variations.
Not nearly as effective, but a first step is just to apply some thin weather strip to the attic stair perimeter.

A google on Attic Stairs Insulation will get a number of others including ones you can make.
Build it yourself. Buy 2" thick 2 x 8 foot strips of rigid foam insulation. Cut it to size. Apply construction adhesive to join the pieces and duct tape to hold steady in place while curing. You're done. Have had mine for 10+ years - still together, still insulating. Also did a cover for the whole house fan installed in my attic. Same method.
There's a small ad (2"x2") on the upper left of the right side page about 75-85% through the November issue (don't have the page as I read it at the library). As the last poster said (and I'd do this myself), build your own insulated, weatherstripped box and hatch for the stairs.
I second jgriff's build it yourself. Used the same stuff, 2" thick foil faced foam board and it has been in place over the pull down steps for about 7 years now.
Wife said it looked like a coffin when I finished, she had a glint in her eye and asked if my insurance was paid up......hmmmmmm.....
