I am Adding extra insulation to an electric water heater-
can you cover the top? do you cover the top mounted Pressure releif valve or just leave say 6 inches of space around it??

Yes, you can cover the top. Leave the relief valve uncovered, however.
Also: Cut an X over the access covers and fold the insulation back. Best to write down the make, model and serial #s so later, if there's a problem, you don't have to cut up the insulation all up to try to find the tag. Or, mark on the jacket where it's located.
