I live in <!—-> <!—-><!—->Florida<!—-> <!—-> in a 1950’s concrete block house with no attic. My roof consist of 3’wide rolled asphalt witch is sealed to nailed down tar paper with liquid asfault.the tar paper is laid over wood sheathing witch is laid over some kind of man made product something like fiberboard ?(dark brown in color).The fiber board is nailed to 2×8 rafters witch rest on the concrete block and pitch up to the center of the house .So the 2×8 are exposed on the inside of the house (this is my ceiling).

When the <!—-> <!—->Florida<!—-><!—-> afternoon rain comes down I can barely hear the TV, it’s very loud. I also thought by insulating I would help save in air conditioning costs.

My thought is to insulate between the rafters and then nail up tongue and groove pine or cedar boards. What product should I use to insulate? do I need a vapor barrier, there would be no venting to the outside should I be concerned with condensation?

You will be wanting to study some information about sound control, which works somewhat differently from thermal control. By this I mean that there are different physics at work. Some solutions help one and not the other. You want to help both. It can be done, but not without knowledge. USG has some good sound info on their site.
