As best as I can describe it's a platform lift. The whole top goes up, & I was told that it extends to the front.
They have to get some large laboratory equipment into the second level that is too big for the elevators.I fear no man & only one GOD. Me
I've worked with similar looking machines(without the overhead thingy ) to lift large 8000- 9000hp motors that weigh upwards of 19,000 lbs.

If you examine thie picture. you will notice a crane or boom at the front on a beam that is supported by a hydraulic piston at both the front and the rear.
To me; I see a machine capable of entering a building with low ceilings if needed that can lift large and heavy equipment off the floor if only enough inches to remove it from the building where it can be hoisted (by the crane in the rear of the shot) on to a truck to be transported.
