Without a doubt A little giant ladder and a walkboard until your past 12' up then you have to get a narrow adjustable sides scaffolding.

Those adjustable planks are the best for inside or irregular outside spaces. I've had mine forever... maybe a little longer even.

Lean whatever ladder you have that will work against the tall wall (from the treads). Lean it at an angle that puts the bottom on the tread/against the riser. No way it's sliding out! Run a walkboard/plank from one of the treads to a rung on that ladder.
Nothing about working on a plank in a stairwell is inherently safe. Use good equipment and common sense. A ladder and board do alot to get you there, your own body and mind will keep you there.

And don't forget this important lessen you hopefully won't have to learn by doing.
Keep the plank running downhill (slightly) towards and pushing against the riser on the tread.
Don't walk beyond the rung that the plank rest on (the ladder). You could clamp at this point if you think you need to, I don't-used to moving the plank and not screwing up.
Don't set any paint or whatever on that plank. Your moving around will certainly tip it over.
Dropcloth the stairs for padding as well as for drips. A screwdriver or mud knife dropping can do some damage.
