Land use over septic drainage field?
I know the area over septic drainage should not be “built” on but would it be acceptable to cover the area with permeable landscape fabric and pea gravel to use a a garden patio type area. The area would only receive light foot traffic and perhaps a few plants in containers?

This would be fine.
I'm fairly certain septic drain or leaching fields rely somewhat on surface evaporation. I would consult with an experienced septic system installer before covering the leaching field......
Evaporation used to be the thinking and depth of the pipes was limited to a maximum. The first few systems I built were on hillsides so to keep the lines from exceeding the maximum and still have enough horizontal to daylight we had to terrace. Somewhere along the line they decided that evaporation was over rated and allowed greater depths.
Yeah, i think so.
Our neighbours overflow surfaces at the bottom of our garden
It's always important to be mindful of the limitations and requirements of your septic system when planning any landscaping projects.
