I just went to an energy code workshop and this came up (I asked). According to a HUD guy, EPA recognizes there is a severe shortage of training capacity to meet the need and are working on the problem. The requirement for GCs doesn''t go into effect until 2010. Not everyone will need the training, but every company is supposed to have at least one trained person.
