Brand new tub/shower installation, when I pull up the shower diverter SOME of the water comes out the shower but MOST still goes out the faucet and down the drain. Are there any alternatives to the pull-up diverter? Is there a brand (the one I have is a P-P) that doesn’t leak? I’ve looked around hardware stores and that’s all I see, and most seem to be made the same way. Note: this is with a low-flow showerhead. Does that make a difference, i.e. putting too much pressure back on the diverter? Would using a regular flow help?

I'm thinking you have a bogus install, a bogus diverter (don't know if it has any adjustment) or something along those lines as I've never had a problem with quality new diverters with a low flow head. You can cut in a diverter valve that would mount in the wall to send the water to either outlet. I think I would first check out the one that should work first. Did you flush the system b/4 final assembly?

Try looking in a plumbing supply store; I rarely see new shower diverters (or even old ones) that don't work and I see and test 5 - 10 a day.
I'm not sure what P-P brand is, but maybe you should also consider switching hardware stores!

Check for dirt or bits of metal from the install trapped inside the diverter.

I have one with the same problem that I always assumed was the low flow head. I had one diverter spout that came apart. I fixed it. It came apart again. I got a new one. Wife said wrong style. Got another one. Never considered changing the showerhead.
Throughout all these various pieces of water flow management items, I always haad the same thing; about fourty percent of the water goes down the drain. It seems worse when the valves are cranked wide open.

Delta makes a diverter spout that has a pull-down ring around the spout opening. Used a bunch of them, never had a problem with 'em and they look a lot better than the ones with the pull-up handle.
