Last Saturday I spend almost an hour with the Home Depot window guy figuring out what Jeld-Wen replacement windows I needed for the openings I’ll be working with. The issue was with getting 11 stationary windows to match the 9 vented awning windows. Basically, the depot guy was trying to find out if they could make the window without hardware and, if so, whether it cost extra as a special order.
Are you still with me here? 😀
Anyway, he couldn’t find stationary windows of the same style, so he was ad-libbing as best he could. And since it was a Saturday he couldn’t call Jeld-Wen to get any information. So… he tells me he’ll have to call Jeld-Wen on Monday and find out how best to handle this.
Monday came and went 4 days ago, and tomorrow is July 4th holiday so I couldn’t wait any longer (wasn’t really waiting, just too busy to call him and say wtf?). So I stopped by my local Edward Hinse and inquired about the same order. Young guy was on the computer about 5 minutes, asked a couple of questions as he typed away, then finished up and prited a quote for me. Stationary windows are identical, just don’t operate or have hardware, and cost about $35 less.
Duh Depot has lost my window business forever. I have been enlightened.

took you long enough to figure that out.

Here the HD window guy is real helpful.
The Stock lumber people don't want my biz cuz I didn't go to high school with them. And I'm from California too, even worse.
So, guess what? That's the 2 Jeld-Wen stores in town, I'm a HD customer.

I think this just goes to show that what you experience at one HD/Lowes/Menards is not necessarily the same experience you'll encounter at the next store.

Be all that as it may, they lost my window business. --------------------------------------------------------

I use another bid method, similar to your second encounter.
Get on your preferred window manufacturer's web site and figure out which units you want, consulting with a tech rep whenever necessary. Then use the "dealer locator" to make a list of several dealers in the general area, not necessarily all close by. Call each dealer and ask if they'd like to bid on your window order, including delivery. Fax complete window list to each of them.
