I have a Makita random orbital sander the starts up fine, reaches high RPM, but dies out under load. Will a simple brushes change fix this or is this dead?
I don’t have a local tool repair and I have to ship it out for a repair/answer.

That does sound like it could be brushes, assuming this unit has a lot of miles on it. And changing the brushes is something you can do yourself.
If the unit is relatively new, though, the brushes are unlikely to be bad, and a bad connection somewhere is more likely.
You can often tell the brushes are shot by looking inside while it runs and seeing an excessive amount of arcing at the commutator.
