I have a deck that was going to be 13X28. I have two 4X10 beams located 2 feet inside each edge (parallel with the long sides). When I got onsite I realized there is a septic line that runs under the deck. It is PVC and I can only guess where it is. I have a clean out but it is deeper than my 42†tile probe. Any way I am needing to relocate my posts supporting the beam. I am using 4X4 posts with a 4X10 beam and 2X10 joists. How far can I cantilever my beam without getting too much flex?

Call your local building department.
I once had a deck built by a contractor. Joists were cantilevered 1" past allowable overhang. I ended up having to double up ever other joist to get the inspector to sign off on it.

I am good with the joists. I can cantilever them 2' past the beam do to the fact that there the joists are 13' long and I have basically two beams.
My question is how long can I extend the support beam past the last support post under the joists. I would like to get 3-4 feet with a possible angled support.

There are alot of variables. Your dbl 2X10 beam is balanced on 4X4 posts and you want to dangle the beam 3 to 4 ft to support a section of deck that could occupy 30 people in a worst case scenario.
Cut back the deck to allow a reasonable overhang and forget about what could happen 8 to 10 years from now after weathering and rot has taken its toll on a creative framing experiment.
I agree with Gord, either cut the dimensions or find a way to angle (i.e., 45 degree) the deck off. 3-4' cantilever on a 4x10 beams just sounds excessive.

Some friends of mine just bought a house that has a cantilevered deck. It's structurally sound, passes code and all that, but the amount of "twang" it has when you walk on it makes people uncomfortable. Piers and posts are on their to do list.
