Is the metal lip wide enough to drill holes for small diameter screws? If so, you could mix a couple bags of sacrete concrete and pour it in several of the blocks' holes.
After the concrete sets, drill holes in it with a masonry bit for any one of several kinds of hardware, made for that purpose.
Is there a floor in the shed???
My recall of my metal shed days, you had to place on a slab or a plywood deck.
One thing I remember is no to use a ramset inside the shed with the door closed.

landscaping blocks might be better, solid top would make it easier to tapcon to you could lay 2 courses, glue between them ..
