I used to participate but haven't for a while. Some of the discussions are on some pretty technical subjects but, at least a couple of years ago, the site wasn't all that active.
Try toolboxtalk. I't's relatively new, but growing.
Several guys there really know the ropes on welding and metalwork.
For metalworking, the action is on the newsgroups, most easily accessed through Google Groups. Try rec.crafts.metalworking, and for welding, try sci.eng.joining.welding.
There's a guy who's a regular on the welding group named Ernie. He has a custom fabrication studio in Seattle, and he knows EVERYTHING.
