Have to replace a meter base w/ a combo meter base-master switch on my shop. Wiring has never been finished. County changed the code while I was fiddling.
I know the nuts & bolts of the 3 wire system.
But – what size wire do I use for the through connection between the meter base & the service panel, which is on the wall immediately behind the base. 200 Amp svc. Size conductors for the two hot legs & the neutral are straight forward. What about the ground wire? No. 6? 4-0?
I’ve seen both sizes referred to in documents here in the county.

Do you have the base and panel there? If so, measure the holes in the lugs where the wires go, and use the biggest that'll fit.

2/0 AWG for 200A Residential -- 3/0 for everything else --ie. light commercial
#4 AWG Ground-- Bare wire is OK in my area, but you might have to protect it from physical damage in your area. All Cu conductors. You said that the county changed the code recently? Possibly updated to 2005 NEC? Requiring ufer ground? Should not apply to existing buildings or remodel.
This is standard for my area, we're still on 2002 NEC to my knowledge

.....for the Grouding Electrode Conductor
if 4/0 copper feeders........use a #2 copper
if 4/0 Alu feeders ....which are kinda small for 200A.......
....................use a #4. copper
FWIW go big and just use #2 ......... or as just mentioned go as big as the lugs allow since the county doesn't know either
and don't cut the wire in the meter....keep it intact from the gr. rods thru to the panel
