I have a deck thats 32 inches from landing pad. I would like to have 5 steps, but that would mean a riser height of only 6.4 inches. Most of what I’ve read, say risers should be over 7″. Would I be ok, regarding code, appearance etc, with 5x 6.4 inches? Also stairs are 4 ft wide, how many stringers should I use?. Appreciate your advice. Thanks

If the riser is short the treads need to be deeper -- roughly 12", depending on which rule of thumb you use. The stairs on our deck are roughly 6/12 and that works out to be a "natural" and comfortable ratio.
You're fine with the almost 6-1/2" rise
Consistancy is important. How far away is the step up into the house? and what is it's rise?
The number of stringers would be answered with the type of tread used.
That's fine if you stretch the tread to 13" - 16"
