Friend is doing a couple of small repairs to his basement slab and when he cracked out the area to be repaired he came across something that looks like a tie.
My first thought was it is something that just got thrown in the ground before pouring the slab way back when (1940’s Semi).
The items in question is bolted to something beneath but neither ‘arm’ is attached to anything.
This is located close to the adjoining wall of the other semi.
Any thoughts?

Anyway .. .looks like it might have been an anchor for a form brace for a tall wall pour.
