I am preparing to paint a ceiling and noticed that at each nailing point there is a gray circle. it doesn’t look like rust and it doesn’t appear to be a nail pop. Any idea as to what it is and can it be painted over without stain block and get good coverage and no reoccurrence?

It's worth it to use stain block to prime. That type of bleed through will probably reappear. The other side of the question asks why the greay stains? What kind of climate are you in? Was the ceiling ever painted?
