After an endless headache from contractors and manhour workers, our family owned budget apartelle is finally finished. Now comes another difficult phase before starting our operation: cleaning.
No matter how hard we clean the tiles (ceramic porcelains, stone, etc) with mops, brush, stick brooms, etc. The tiles just refuse to get cleaned. Everytime it dries up, it still has this ash-like shade and cement stains are proving to be such a pain to remove. Sorry for being such a novice.
Any tips guys? I’ve attched some images to how it looks like.

I would assume that's "grout
I would assume that's "grout haze". Generally you deal with it using a weak acid wash, though newer grout often contain an additive that makes the job tougher, and there are pre-packaged haze removers that are be easier to use than plain acid and work better to break down the additive.
Google "grout haze" and you'll get moreadvice than you know what to do with.
Lemon oil.
Try wiping it with a micro fiber cloth moistened with lemon oil furniture polish.
