My house has a white 3″ PVC vent stack that stands 4′ proud of the roof. It has never been painted. Will it decompose from the sunlight, and therefore I should paint it?

If you want it a different color, then yes.

Sunlight will make it very brittle, so OK as long as nothing whacks it.
Paint will protect it from the sun's rays and can make it less conspicuous.

I bought some Rustoleum paint for plastic at HD to use on the sump pump discharge pipe to camouflage it. It's been 3 yrs now with no chipping or flaking.
If you use lacquer it will be a good film bond.
ditto on what others have said about UV and brittle.
just buy one of those lead vents and slip over top of it
Can you get to it in the attic? If so a transition coupling and a piece of ABS will make it permanently black.
I used RNC (gray conduit) for my stacks, mostly because I had plenty. They hold up well to the Fla sun.

PVC needs protection from UV. You should cover it with something - paint would work fine. We use ABS here and it must be painted as well - so says the inspector.
(Fret - using electrical materials for plumbing - that's a new one on me. I frequently see plumbing parts used incorrectly for electrical, but never the other way around!)

I see a lot of RNC (gray conduit) used for water in Florida. The UV protection makes it the popular choice for hose bibs and irrigation outside. I have never got a definitive answer to whether the UV protector in RNC is a problem with potable water but most of this is just used for washing fish cleaning stations and watering plants.
It glues up just like the white stuff when you use primer.
you could shorten the exposed stack to 12"
I used an old can of black Krylon on my stacks years ago and they still look good, no white showing at all.

Just why is it that tall?
Even on a steep roof, I think about 18" is the highest I have seen them.
Rustoleum spray is what I use to paint them

Piffin: Just a thought, if a sanitary vent is near a fresh air intake it has to be taken above, usually run into this on commercial applications.

Exactly right: requirement to be away from windows, etc., gets it up high above the roof. This stack is on a roof that's lower than the main roof, but part of the same structure.
Our inspectors require all exposed pvc to be painted.
