I would like to install a new entrance way into my basement. My foundation is poured concrete and is 8″ thick. Does anyone have any good ideas about how the best way to cut out the hole is?

Hire a pro who specializes in concrete cutting. They have the nessasary tools to do the job right. They are in the phone book, although there may be sombody here who could make a recomendation for your area. You need big wet saws with diamond blades, not worth the agrivation for one job.
Does the ground freeze in the winter at your location? If you excavate a stairwell or a ramp down to the basement floor level, there's a good chance that your footings will no longer be below the frostline.

drainage is another of the many issues you will need to deal with. This is definitely a pro job and not a DIY kind of thing.
