New laundry room on existing garage slab
We want to build a new 8×10 laundry room in the garage. The house is 4′ higher than the garage slab, so the laundry room floor will be elevated. My question is will I need to cut the slab and install footings or will the slab support the weight of the laundry room?

Your slab will probably support partition walls easily. How thick is it, and how well was it done?
The bigger issue sounds like getting the water and drains in and out. Are we talking tunneling?
The most significant question is whether the garage slab (and the rest of the garage foundation) is built to the same standard as the house foundation. If not -- if the garage tends to rise and fall relative to the house -- then you'll have a problem with the floor buckling.
If you're unsure it might be best to knock through the garage slab and pour pilings (as deep as the house foundation) to support the new structure, then build the new structure so it does not rest on any part of the garage foundation.
I bet your slab in your garage is 4" thick...
If your slab supports your car, I don't see any problem w/partition
walls on top of existing slab w/joists up level w/house. We aren't
talking about a lot of weight, and I would even consider pouring
a 2" slab tapered to a floor drain, to help isolate the sound from
the washing machine. And if you have a leak, u got a place for the
water to go.
Underneath all this you could run your drains/supply line into and
under house in crawl space/basement(thats what it sound like you
have from your description)
