Our backyard has a fairly steep grade the last 20 ft which we would like to make use of by building a deck that would start at grade on the front and be supported on post & footings as the grade falls away (5′ max height of post).
Deck would be roughly 25′ w x 16′ d (contour front edge but about 350 sqft) with solid wall on the back and one side and a partial roof.
Does anyone know the Ontario Building Code/ Toronto Bylaws well enough to comment on:
a) whether I would need a permit (non-attached structure)?
b) if permit required, is there a limitation to area, wall height, and roof?

The National Building Code applies to all structures over 100 sq ft, so yes it does apply to your deck.
There aren't one set of rules for all of Toronto. The limitations on size etc. are governed by municipal bylaws that are specific to the zoning of your area. You will find them in the zoning bylaws at your local planning office.

I could be wrong, but I think once a roof is added it changes from a deck to another structure, which could affect the permit process (fees). With a drawing done on graph paper with some scale I think you can get a permit at city hall, or contact an archy who could do it up for you. I could put you in contact with someone qualified as it sounds like a complicated project.
