obtaining property via tax certificate

i live in the chicago suburbs and looking for a lot to build a home in the next few years.  there are  brokers(?) out here that obtain tax certificates for lots and than re-sell them.  does anyone have experience with this?  it sounds easy but i need to find out how i can get stung.   thanks
