I don't know of any new window co.s off hand because never had a call for something like that. The movement might be prohibitive because of it's shape and the way a hinge or pivot is meant to work. Have you emailed any of the big new window companies yet with that request? Or perhaps a decent replacement company? Best of luck.

A local millwork shop is your best bet. The ones I have seen were hinged in the middle, and the upper half flexed into the room in the manner of a ventilating transom window. The lower half being fixed into place permanently. I would expect you would need it made from a good stable wood like Mahogany.
