anyone have a recommendation for what kind of paint to use when painting an exterior concrete stoop, treads and risers, and how to keep the treads from being slippery?

As for the slippery part, which could certainly lead to some pain, you can buy grit that you sprinkle on the wet paint; it's made for this purpose.
Another option is to paint with a good quality floor paint, and then buy stick-on strips made for steps.
I've used both and prefer the grit method, as long as you can do a nice job of keeping the application even. After some time and weather the stick-on strips tend to come loose.

Paint? WTF for? It'll only come off sooner or later.
Use a concrete cementatious topping compound. Color it as needed/desired. See all of those concrete bridge abuttments with various colors and designs? That's what you should be looking for.
