I removed the paneling from my concrete block basement wall. The wall is painted, but the paint is chipped and flaked off in several areas. There are scattered mold stains, no moisture. I have had the 50 year-old house for 1 year, this wall has been in place for 10-15 years.
I have just re-graded the dirt surrounding the foundation. There are 2 sump pumps in the basement that are mildly active when it rains. On this particular wall there is some sort of french drain system leading to the sump pump.
I am going to build a new wall with 2×4’s and drywall. Is there any advantage to painting the walls again? If so, what kind of paint?

No need for cosmetic paint since you will not see it, but it wouldn't hurt to apply a Thoroseal coat. This is a dry powder that mixes to a heavyt cream consistency and you paint or roll the slurry on block to make it resist moisture.
But you would want to remove any loose paint that is alreeady on the wall first.
