We are building a new home, outside will be cedar shingles. We are using an oil based primer. Should we use two coats of latex paint or latex stain? What are the pros and cons of each, i.e., color fastness, longevity, etc.

Are you after a solid color look? You might try Cabot's OVT. In the oil formulation no primer is needed. I'd dip my shingles before installing and then a coat after installation. The 100% acrylic formulation requires a primer. They guarantee the acrylic formulation for 12 years when applied to new wood. I've had great results over the years from oil based OVT. I have no long term experience with the acrylic formula ..... 2 years so far (not long term to me) and still looks good.
