I'd do without utilities as long as it is in the temperature range specified by the paint manufacturer and you can get adequate lighting.
tell owner to turn it on if he wants it painted

Since I started buying rentals I met some pretty cheap landlords. I cant believe what they expect of the people they hire.
One guy pays his worker about $10/ hr. The last house of his I was in was a week away from being torn down when he bought it. It was about 25 degrees outside and there was no heat or water inside.
Sad to see what some people are willing to put up with for a buck.
Family.....They're always there when they need you.
