Are you talking new construction? If so, around here, it is by the heated sq foot of floor space. 1 trim color, 1 wall color. Could be anywhere between $2 and $6 depending on how much trim, ceiling heights, stained railings etc, etc. Each color change is extra, like maybe $150. dark wall colors are extra like maybe $400 per room. Sheen wall paint is extra. Sheen, dark color walls are unaffordable ;-).
Exteriors are most often bid off the heated sq ft also, but sometimes a sq ft price is given that includes interior and exterior paint.
