Chemicals may do it, but if there's any question......
always rough it up. A good bond means everything.
If not and you can scrape it off with a fingernail, it's a bit too late.

IMO, painted over woodworks looks like a que er interior decorator lives there.
Old patinaed, even chipped and discolored, woodwork looks better.
...yet somehow, the paneling looks worse. birch veneer plywood with pine moldings that's all been stained. hammered dog poop best describes it.
Seen that paneling before
I ve covered over dark meditarian stain, but not hammered dog poop.
Clean the paneling first with a Trisodium Phosphate cleaner. This takes the dirt and the sheen off the paneling. Use Zins Bar primer.Stain blocker (any Big Box, Menards) You might have to recoat till none of the old color comes thru. Do NOT use the Latex formula. The oil base is the only one that works well. Use a mask and good ventilation as this is nasty stuff. You can finish coat with latex or oil paint.
Zinsser BIN is magic sauce. Covered & bonded to the old finish, took paint beautifully.
