I am painting a room where a lot of the paint is chipping off the walls because they painted over gloss paint with out using a de-glosser. What is the best way to deal with this prior to painting? I’ve tried chipping it of but this would require chipping off all the paint; as soon as I chip off a piece it loosens up another, I chip that off, it loosens up another, etc….

I spent about 200 dollars of a laborers time to have him scrape the loose paint off and sand. Considering the total cost/value of a good paint job it would have been foolish not to scrape and sand.
We followed up with a bonding primer and sherwin williams pro classic satin which is a pretty tough water based paint.
It seems to have worked out fine.
The sherwin williams guy wanted me to use Zinser cover stain oil based primer as a primer so I am not sure if it or bonding primer is better. The bonding primer I used turned out not to be intended for wood and I was painting 130 year old redwood t & g paneling that was previously painted with whatever paint was common at the turn of the century.
It is now all done and I can forget about it. Hope you have good results as well.

Yes, I think Sherwin Williams calls their water based bonding primer "Prep Rite". It apparently is intended for plastic and metal surfaces. I think it is not recommended for wood as wood has too much potential expansion or shrinkage. I am not to worried about wood movement in my case as this wood has had 130 years to acclimate to its environment and it is well sealed with a well bonded initial layer of paint.BTW, it is the house you made the copper shingles for the two turrets.KarlHere is a link to the symptoms calling for this primer
