Patching basement cracks, what is best?

My mom needs to have three cracks
patched in her basment. The
waterproofing guy said he would patch
three cracks with epoxy for $800.
Another guy said he would dig down from
the outside and patch two(one is under a
concrete driveway) though not with epoxy
and coulk one for $560. The second bid
sounds way low to me. What is the best
way to deal with foundation cracks?
