i had to have the hard drive changed in my computer and when i got it back Photoshop elements was missing and i can’t find the cd for it. i don’t feel like spending $50 to replace it so I’m looking for a decent cheap or free program. all I’m looking for is a photo program to upload pictures to the Internet. thanks.

Irfanview is an excellent viewer and allowes for some simply photo manipulation.
Other good and FREE applications are:
PhotoScape
PhotoFiltre
and GIMP
GIMP takes some time to master and isn't quite as intuitive as Photoshop but as a freebie it's hard to beat.

Google gives out a free software called Picasa (it's in its 3rd version). It's one of the best out there, free or paid.
