As I look at 30A three pole four wire grounding plugs I come upon 14-30P and 15-30P. Am I correct 14-30P is for single phase power and 15-30P is for three phase?

Actually they are both 3-phase; You can tell from the 3-conductor, 4-wire design. The 14-30P can be used for both 125 and 250V, while the 15-30P is only for 250V. Nothing would of course prevent someone from wiring any voltage of their misguided choosing to one of these, but the different plug tab configurations and ratings are meant to ensure someone doesn't connect a tool (for example) of one voltage to an outlet with a different voltage.

No, the 14-xx is for single phase. There is no such thing as 120/240 3 phase. While it might come from one leg of a 240 delta with a center tape the it only carries the single phase part of it.The 15-#### is for 3 phase..
