I looked at a home yesterday that had built-in plugs in the baseboard. The house is my age, built in the 1954.
The plugs only have the two common slots and no ground prong hole.
The configuration of baseborad trim looks like a 1 x 4 placed against the floor, plugs mounted at about 3′ O.C., a 3/4″ x 3/4″ rip strip between plugs and a full 3/4 quarter round on top. No cover plates.
They are throughout the home, except bathrooms, kitchen and hall.
Anybody seen this type of setup? Sorry, no real pic. See attached drawing.

Do you know where the supply wires are located? Behind the 3/4" rip strip?

Never underestimate the value of a sharp pencil or good light.
Yes, I would say the wires are behind the rip strip.
You may have a form of plugmold - a surface wiring product. I lived in a house that had a very early form made out of wood.
Is it possible that the part between the outlets is painted metal? The wiring may be under that strip.
I know of wire mold products, and you may be right. Wire mold in it's early form.
