In a home, is it possible to completely forgo a centralized water heating device and use localized heating devices? If so, could you then run 1 supply line to the localized heating device with a fork just prior to entry to supply the cold water side of the output device?

Sure, there are some point of use heaters that will plug into a wall outlet.
The down side is the amount of hot water they produce.
If you wanted to live a simple life and weren't worried about the resale value of the house it could be done.
This is done all the time in Europe.
I'm sure its possible. It might not be po$$ible, if you know what I mean. I know a dorm that heats the entire place with two on demand units about the size of an OA tank for a mig welder. Blows my mind. There's at least 1100 for occupancy. All them kids taking showers, no problem. Whats the rationale? I mean, outside looking in, its not like a hot water heater consumes much space, and you're not really going to save any pipe.

Well, the amount of piping would be cut in half but that is not the reason for the question. It is more one of theory and exercise than one of practicality. or space consideratins. It seems that this aproach is reasonable but the up-front cost would be higher. Maintenance may be more costly also.
